The National Cultural Rights Policy was approved in December 2013 through Executive Decree No. 38120-C, published in the official journal La Gaceta on 9 January 2014. This approval represents the first time the country has a road map to guide culture-related actions for the next ten years.  The PNDC is a fundamental step towards endowing the State of Costa Rica with a tool to clearly and consistently guide government plans and strategic actions in culture nationally, regionally and locally.
The PNDC was drafted after a broad participatory process and a consultation and validation process covering three thousand persons from the institutional and cultural sectors, ethnic groups including indigenous peoples , in strict compliance with ILO Convention 169.  A detailed description of this process can be found in the PNDC publication.  As part of the consultation process, copies of both Conventions were distributed: The Convention on the Protection and Promotion of Cultural Diversity and the Convention to Safeguard Intangible Cultural Heritage.
The general objective of the PNDC is to promote the effective exercise of cultural human rights and the effective participation of individuals, groups and communities in the national cultural life so they may openly express their cultural diversity and strengthen the contribution of culture to sustainable development at the local, regional and national levels in the period between 2014 and 2023.

The general objective of the PNDC is to promote the effective exercise of cultural human rights and the effective participation of individuals, groups and communities in the national cultural life so they may openly express their cultural diversity and strengthen the contribution of culture to sustainable development at the local, regional and national levels in the period between 2014 and 2023. 
In order to reach this objective, the PNDC begins with the framework set out in international conventions, particularly those mentioned above, and defines a group of principles, approaches and guidelines identified in the consultation as priority to encourage the open and effective participation of population diversity in cultural life.  Five strategic lines of action are defined:
1.  Effective participation and enjoyment of Cultural Rights in diversity
2. Economic revitalization of culture  
3. Protection and management of cultural heritage, material and intangible
4. Institutional strengthening for the protection and promotion of Cultural Rights
5. Strengthening and assertion of Cultural Rights of indigenous peoples.
