A survey has been drafted, with two templates, one for public authorities and other for civil society.

The first has been distributed to all Ministries related with the objectives of the 2005 Convention, to the governments of the Spanish Autonomous Communities. and, through the Spanish Federation of Municipalities and Provinces, it has reached local bodies. The template to civil society has been spread through the UNESCO National Commission.

Résumé exécutif: 

The period of this report (2016-2022) has coincided fully with a change of legislature in Spain that, among many other measures, has implied a ministerial change, when the previous Ministry of Education, Culture and Sport was dissolved, on June 7, 2018, to create the current Ministry of Culture and Sport, on June 7, 2018.
Likewise, the years 2020 and 2021 have undoubtedly been marked by the irruption of the pandemic caused by COVID-19, and the urgent need to articulate a response to the crisis aimed at recovering the path towards the 2030 Agenda. The crisis has been a severe blow to the Spanish economy and in particular to the cultural sector which, due to its special characteristics, is suffering in a particularly serious way. In this sense, the Ministry of Culture and Sport has carried out a series of economic actions to mitigate the effects of the crisis that represent a total of 76.4 million euros in direct aid and the provision of 780 million euros in guaranteed loans to SMEs in the Culture sector.
In the period 2016-2022, two documents have been formulated that have presided over cultural policies at national and international levels, such as the Culture Plan 2020 of the Secretary of State for Culture (2017) and the V Master Plan of Spanish Cooperation 2018-2020. The latter aims to contribute to the implementation of the 2030 Agenda as a new commitment and international strategy to achieve the Sustainable Development Goals (SDGs), under its motto of leaving no one behind. It aspires to be applicable to all Spanish Cooperation and, for this, it points out the guidelines on which the work of the group of actors of the Spanish cooperation system must base its work.
There has been no break in the policy of supporting the arts in all its manifestations and all the stages necessary to create, disseminate and offer to the public the product of these creations. The particular nature of cultural activities and goods and services allows this specific consideration, and therefore the articulation of mechanisms to not leave them subject to the laws of the market, which is considered essential for the development of a free, plural, conscious and just society.
On the other hand, the reality of immigration in Spain, which only in recent years has been reversed due to a deep economic crisis, has made it necessary to recognize a multicultural reality, and this has allowed cultural diversity to no longer be a concept restricted to specialists. In all areas, plans are designed so that this profusion of languages and cultures implies mutual enrichment.
In this period, particular attention has been paid to everything related to new technologies. Within the scope of the Ministry of Culture and Sport, a battery of measures has been established to take advantage of these tools and make available to citizens information on heritage, books, internal processes that improve transparency, etc., and also new help lines have been created for the professional sectors to modernize. In the multilateral international arena, it participates in the working group for the establishment of the Digital Cultural Agenda for Ibero-America, which is one of the priorities within the Ibero-American Cultural Space. The challenge in this area, in Spain, is the safeguarding of rights derived from intellectual property: content piracy is a serious problem that has been addressed with legal measures, but they are not enough to stop it.
In conclusion, further work needs to be done on a better understanding of the Convention on Cultural Diversity (CDC), but much work is already done, there are chairs, university programmes, seminars, action guides, etc., and policies are largely in line with the provisions of the Convention.

The beneficiaries of the aid are selected through a public and competitive process. In both calls, the UNESCO 2005 Convention for the Diversity of Cultural Expressions is expressly cited as one of the foundations for its existence. Its express objectives, in addition to those linked to the creation, production and diffusion of the stage, both nationally and internationally, extend to facilitating access for citizens and the creation of new audiences. They support both the creation and circulation of works, both nationally and internationally.

Among the results achieved through aid within the national scope, the following stand out: - The preservation of the choreographic, lyrical and musical heritage. - To make known creators, interpreters, music groups, dancers and dance companies outside their localities through support for national tours of both music and lyrics and dance, especially favoring cultural communication between the different Autonomous Communities, the equality of all citizens in access to cultural services and the creation and consolidation of new audiences. - Support the development of activities of entities related to dance, music and lyric, either through non-profit entities, halls, festivals, etc. - Strengthen the associative fabric related to this industry. The results obtained from an international point of view highlight the dissemination of our choreographic, lyrical and musical heritage, through the support of tours abroad and the support of prestigious festivals.

The presence of the aids to the Theater and Circus that the INAEM announces every year is a fundamental support for the functioning of the sector and to compensate the unequal implantation of the sector's agents in the Spanish territory. The calls for proposals also have a double objective: to promote new creation, artistic mobility and the national character of the projects, circumscribing INAEM's support, in the case of tours, to the representations carried out in Autonomous Communities other than that of the applicant's origin and the circulation of inter-autonomous projects; and, on the other hand, the grants, in the case of festivals and halls, support the inclusion in the program of participants from other territories of Spain, different from that where the subsidized activity is carried out.

They are announced annually. In 2018 and 2019 the amount allocated has been 8,035,528 € in the last two years, and it is expected to maintain the same amount for 2020. In the year 2022, a budget of 9,587,708.10 euros has been assigned for the preservation of the theatrical and circus cultural heritage and its dissemination within the territory of the State and beyond its borders, especially favouring communication between the different regions, the equality of all citizens in the access to cultural services and the creation and consolidation of new audiences.

To a certain extent, the aid and subsidies granted are monitored, and this is useful to be able to establish a diagnosis and obtain data on the aid requested and granted by each Autonomous Community and/or province, the volume of aid granted for each modality (which makes it possible to know the specific dedications of the performing arts sector), etc. As a recommendation, a more detailed study could be considered of the impact of the aid granted both on each of the territories and for the performing arts sector in general.

Grants to audiovisual project laboratories and incubators: single call grants as part of the Recovery, Transformation and Resilience Plan (PRTR) and financed with Next Generation funds from the European Union, aimed at promoting initiatives at increasing the professionalisation of the creation and development of audiovisual projects, through the acquisition of entrepreneurial skills, awareness of the importance of marketing, promotion and audience creation, and the structuring of networks for the audiovisual sector. 9,000,000 euros

The new Plan for the Promotion of Reading sets out 12 challenges to which it responds through a series of programmes that put into practice this philosophy of promoting reading through lines of action and activities. Cultural voucher. The cultural voucher will also contribute to the promotion of reading. The voucher will benefit young people who turn 18 in 2022. They will be able to finance different cultural products up to 427 $, which they can use over the next 365 days after the voucher comes into effect.

Beyond these quantitative data, these grants are constituting a real improvement for many companies and freelancers for the introduction and development of digital media in their cultural and creative projects. In 2019 an improvement has been introduced: the public presentation and accompaniment for the best valued projects of the previous call has been made; it has been considered very positive, and will continue to be carried out in the future.

It is a portal that is currently in a beta testing, in the first phase of the two described below. The main objective of the first phase of implementation has been to offer users a single website to access to the documentary contents, resources and publications of the Documentation Center for the Performing Arts and Music. The Home cdaem.mcu.es has achieved this objective by including common contents of theater, circus, dance and music, as well as offering access to the Theater and Circus sections and to the Music and Dance sections. A second phase will be dedicated to the integral grouping of these sections. The contents of the online catalogs are implemented monthly and in CDAEM's publications, as well as in the online lending platform Teatroteca, having recently included dance and zarzuela resources. INAEM's units (such as the María Guerrero, Valle-Inclán and Zarzuela theaters) and external entities such as the Museo Nacional Centro de Arte Reina Sofía, Institut del Teatre de Cataluña and the Centro de Documentación de Artes Escénicas de Andalucía collaborate.

This strategy has had an enormous impact that is difficult to summarize. As for access to the collections, in a year, around 200,000 titles are loaned and the number of downloads of digital documents is around 10,000,000.

The V Mater Plan for Spanish Cooperation (2018-2021), approved by the Council of Ministers on March 23, 2018, is the guiding document for the policy of all actors in Spanish cooperation. The Network of Cultural Centers Abroad (CCE) is one of the main instruments of the Spanish Cooperation to implement cultural cooperation policies for development. It is currently located in 15 Latin American countries and Equatorial Guinea, and is made up of 18 cultural centers. It has been formed on the basis of the historical, cultural and linguistic links between the regions in which it is active and Spain. The Network focuses its action on implementing the Agenda 2030 in key actions to support it, understanding culture in its broadest sense, as an exercise of solidarity to achieve greater equality in global scenarios. This approach is based on respect for and promotion of cultural diversity, understood as the great heritage of humanity, and on support for participation in cultural life as an exercise for sustainable human development. It is also intended to contribute to the generation of a comprehensive speech that will open the door to other approaches, such as inclusion, gender diversity, the environment, the culture of peace or citizen innovation, both of the citizens and of the Cooperation itself. All the centers in the network engage in dialogue with civil society and work hand by hand with it by carrying out joint projects, providing spaces, meetings, workshops and actions aimed at raising the visibility and inclusion in public life of vulnerable groups (indigenous, Afro-descendants, LGTBI+, or migrant populations, among others).

It is a forum for participation among library professionals to reflect, debate and share resources around citizen participation in libraries. This is a broad concept that can accommodate very varied experiences, but that have a common denominator: they get the library to adapt to the needs and demands of a society that, with increasing force, demands transparent, efficient, close and useful institutions . In the period 2016-2019, together with Medialab Prado, two work sessions have been organized in 2017 (Makerspaces in public libraries: libraries as places for creating knowledge and community) and 2018 (Libraries as citizen laboratories: the library as platform). The project includes: A space for exchanging experiences where interested libraries can access activities and projects. These will be explained in detail so that those who wish to have enough information to replicate them in their community. A discussion forum called LAB-BIB, a space where to exchange ideas, ask questions, make suggestions, find partners for collaborative projects, etc. A prototyping workshop aimed at the production of projects that can be implemented in libraries and that are aimed at promoting the active participation of citizens in the library.

The Reading Encouragement Campaign is a contest aimed at municipalities with fewer than 50,000 inhabitants, through which the best projects or activities to encourage reading carried out in their libraries are awarded, with the aim of promoting reading among all social groups, especially among children and young people, who constitute the basis of future adult readers. It is carried out thanks to the collaboration of the Ministry of Culture and Sports with the Spanish Federation of Municipalities and Provinces and the Banco Santander Foundation With this Campaign, 300 libraries that receive a cash prize for the acquisition of books are awarded. In addition, the three best projects and the most innovative intergenerational integration project win important cash prizes financed by the Banco Santander Foundation. With this action, small municipalities are encouraged to develop work to promote reading in places where there is very often difficult access to books. This program is of great strategic importance, since approximately half of the Spanish population resides in municipalities with less than 50,000 inhabitants, so this initiative has a great impact on the territory.

With a history of more than 25 years, the Program is recognized for its uniqueness in the panorama of international cooperation such as Identity mark of the Spanish International Cooperation . The P> D has intervened in the priority countries for Spanish Cooperation: Latin America (with the highest percentage of interventions), Mediterranean and North Africa, Sub-Saharan Africa and Asia. The AECID Program P> D Heritage for Development represents an evolution and updating of the Cultural Heritage Program that AECI launched in the late 1980s. Currently, it is inserted into the commitments of the State public policy on development cooperation included in the V Master Plan for the Spanish Cooperation. Observatory for Gender Equality in the Area of Culture

The main objective of this observatory is to promote the presence of women and equal opportunities in all areas of cultural expressions and decision-making areas of the Ministry of Culture and Sport. To this end, the Observatory analyzes information taking gender into account in order to detect situations of discrimination and to establish corrective measures. It promotes artistic creation and the presence of women in different cultural expressions, the development of databases of experts in gender equality and culture and the work of women and their equal participation in panels of judges and collegiate bodies. The Observatory is a very recent creation. The Congress of Deputies commissioned the Subcommittee on Culture to prepare a report on the establishment of an artist's statute. The law included Spain's commitment to complete this law by 2022. The reforms are of a fiscal, labour and social security nature. Centro Unesco de Andalucía: - Table for Intercultural Dialogue: a commitment to peace and coexistence in the province, 11 December 2019: Representatives of the Provincial Council of Granada, through the Area of Social Welfare, UNESCO Andalusia Center, the Institute of Peace and Conflicts of the University of Granada, the Gypsy Secretariat Foundation, the Andalusian Rainbow Federation and the Union of Islamic Communities of Andalusia, have signed this agreement that fulfills an institutional declaration approved in the provincial plenary in May 2019. Itis an instrument for peace with which to improve coexistence and conditions of equality between all people and with which to work for the peaceful resolution of conflicts. - Celebration of the World Day of Cultural Diversity for Dialogue and Development, 21 May 2021: the reading of a manifesto agreed within the framework of the Provincial Table for Intercultural Dialogue. The table, which after reading the manifesto has met at the headquarters of the institution, is formed by the Provincial Council of Granada, the Unesco Andalusia Center, the Institute of Peace and Conflicts of the University of Granada, the Gypsy Secretariat Foundation, Rainbow Association and UCIDAN Association (Islamic Communities of Andalusia). Its framework document "THE VALUES THAT DEFINE US" endorse it. UNESCO Centre of Extremadura: - "Sustainable Dialogues": Since 2014, they have been a new initiative of the UNESCO Centre of Extremadura that has emerged to offer a new space for reflection and debate through dialogue between various personalities of the national scene. Sustainability seen from journalism, from culture, from ethics, from politics, from the environment, etc. The outline of the dialogues follows the four areas of sustainability (environmental, social, economic and cultural) and, from them, to be able to point out what are the weak points of the region and then offer, from each perspective, what are the opportunities that we have and that can enable a sustainable development of Extremadura, those that differentiate us from the rest or those that the rest has been able to take advantage of and we have not. UNESCO Getafe-Madrid Centre: - Every 21 May, the UNESCO Getafe-Madrid Centre celebrates the World Day of Cultural Diversity for Dialogue and Development. Cultural diversity is a valuable resource for achieving development goals. All partners and public and private institutions are requested to help spread this message, in order to integrate culture and cultural diversity into the sustainable development agenda, making culture a priority. UNESCO Murcia Centre: - On May 21, the UNESCO Center of Murcia participates in the International Day of Cultural Diversity for Dialogue and Development. To this end, through the Radio Tiempo de Humanidades Programme, all the UNESCO Centres that make up the Spanish Federation of UNESCO Centres have linked the SDGs to the Universal Declaration for Cultural Diversity. UNESCO Centre Basque Country: - It defends and promotes the power of culture and the diversity of cultural expressions to respond to major social challenges and as fundamental tools for social transformation and the Sustainable Development Goals. An example in the field of plastic arts is the GizARTE network, which brings together people and organizations that educate, creators and cultural managers linked to education programs for social transformation in the Basque Country. GizARTE was born precisely from that idea in which art is recognized as the way to social transformation. Educators, creators, cultural managers and organized civil society who work every day to influence with their actions a social change that is more egalitarian, fair and responsible. They take advantage of all their explosion of colors to intensify the richness of diversity and difference (not inequality). UNESCO Valencia Centre: - The Multaqa (Arabic: friendly encounter) is an experience that has been held for years for the promotion of cultural diversity. In it the Muslims celebrate their Yumuaa of Islam, the Jews their Shabbat prayer and the Christians their Dominica. It gives the opportunity to contemplate and share, as a Sequence Friday/Saturday/Sunday, very different expressions in the ways of feeling and believing, favoring the exchange and cultural diversity in the terms indicated by UNESCO. Since 2016 Buddhism has been included so that the four main religions were present in the Silk Roads, in 2017 Hinduism was incorporated and in 2020 the Bahai faith has been added to complete the interreligious dialogue. - XVI Multaqa, International Mediterranean Conference (online): The Silk and Grail Routes: Tourism, Values and Hospitality, 3-8 November 2020: en thisedition, the importance of the various cities that marked the Silk Road was highlighted and the imprint that each of them has left on a great shared legacy that is still alive today through multiple manifestations of all kinds. The UNESCO Valencia-Mediterranean Centre thus opted, once again, for dialogue between cultures, diversity and the search for common elements of a history in which we can all feel part of it, as corroborated by the participation of humanists, scientists and politicians from sixty countries. 6. CROSS-CUTTING THEMES AND PRIORITIES UNESCO Digital culture There has been a breakthrough on all issues related to "digital". Large portals offering joint information on the funds of different centres have been made available to the public, for example PAR.ES (Portal de Archivos Españoles), Biblioteca Digital Hispánica,which contains the collections of the National Libraryof Spain, CER.ES (networked collections of state museums). Progress has been made in incorporating new technologies in the relationship with users, for example the library loans of eBooks that include the loan of thee-reader support; and other portals already mentioned of performing arts, music, etc ... (teatro.es, danza.es, música.es) On the other hand, piracy remains a serious problem that is being addressed through legislative measures and through other measures to promote culture in a digital environment. This is the case of the campaign Culture in positive, focused on foment, through the establishment of a web seal of quality, the legal use of the contents. It offers a seal that can be used by companies and institutions that adhere to it, and that allows Internet users to know that the Websites of these companies and institutions offer digital cultural content under conditions of legality (respect for intellectual property rights), quality and security. Today the campaign has 69 companies that have joined, representing the sectors of cinema, art, digital book, music or video games. Gender equality The right to equal treatment and non-discrimination and the principle of equal opportunities for women and men is enshrined in articles 14 and 9.2 of the Spanish Constitution. From now on and given the increasing presence of women in the labour market, their achievements in education and training, it becomes clear that there is a need to adopt legal measures to allow equal opportunities. The Strategic Plan for Equal Opportunities (2019-2021), presented in February 2019, updates the previous Plan (2014-2016), has the largest budget of how many, has the largest budget of how many equality plans have been launched in Spain. Its main axes are: employment and the fight against wage inequality, conciliation and co-responsibility and the fight against gender violence. This Plan is the first to be accompanied, from the outset, by an Evaluation Programme, which implies, among other things, the selection of a set of indicators linked to each of its objectives, which will allow both its monitoring and degree of implementation and the evaluation of the results obtained. It is also worth mentioning specific measures applied to different sectors within the scope of the Ministry of Culture and Sport: In the audiovisual sector, the age rating of films incorporates a category called "especially recommended for the promotion of gender equality"; in the evaluation of projects for the award of grants, a special score is awarded to those who apply measures for gender equality in creative activities of script and direction and this measure is also applied in the exercise of parity in the composition of technical teams participating in films. In the chapter of museums, Heritage in women is a virtual exhibition organized by the General Directorate of Fine Arts of the Ministry of Culture and Sport that analyzes from a gender perspective the presence and active participation of women throughout history, both in the public and private spheres, through a tour between the collections of thirty Spanish museums that are members of the Digital Network of Collections of Museums of Spain. Didactics 2.0 Museums in Women is the result of a joint work between a team from the Feminist Research Institute of the Complutense University of Madrid, the e-Women's Association and the teams of the Museums participating in the project. It focuses on women in art and fits with the requirements demanded in the call of the Ministry of Culture Request for aid for the promotion of cultural projects to be developed in museums, which expressly speaks of "disseminating and facilitating knowledge of the cultural heritage guarded in museums and promoting the integration of initiatives that contribute to establishing multilateral cooperation mechanisms and to developing joint actions in the field of museums, all under the provisions of article 149. 28, and 149.1 of the Spanish Constitution". The impulse to creativity is reflected in the celebration of the Festival Ellas Crean that in this year reaches its twelfth edition. This event is endorsed by the Institute for Women and Equal Opportunities and is an encounter with the creation of women in all artistic facets, materialized in a program of activities that mixes more innovative proposals with more consolidated ones. youth The importance of measures specifically aimed at young people must meet a double requirement: the training of an engaged public and citizens and the involvement of young people in cultural projects that facilitate their personal development as individuals and as members of the society in which they live. The basic instrument for the establishment of policies aimed at young people is the Institute for Children and Youth (INJUVE) under the Ministry of Social Rights and agenda 2030. It offers information to young people about scholarships, volunteering, entrepreneurship and creation. Within the scope of the Ministry of Culture and Sport, interesting measures can also be mentioned: in the field of classical theatre, the "Young National Classical Theatre Company "has been created, one of whose activities consists of touring the Secondary Education Institutes. At the same time, a plan of specific productions for young people and adolescents has been developed ("My first classic"), and "Pedagogical notebooks" and "Didactic sheets" of the programs of the National Classical Theater Company have beenpublishedfor pedagogical use inthe classrooms. A theater award (Buero Vallejo) is also called annually, in which students from more than three hundred educational centers stage their plays. In terms of dance, an "Educational Plan of the National Dance Company of Spain "has been initiated, and a program called "Come and meet the National Ballet of Spain that aim to bring young people to these disciplines. There is also a Youth Office in Spain, which is a technical body for the analysis and diagnosis of the situation of young people in our country and for supporting the formulation of youth initiatives, programmes and policies. In the period 2016-2022, two documents have been formulated that have presided over cultural policies at national and international levels, such as the Culture Plan 2020 of the Secretary of State for Culture (2017) and the V Master Plan of Spanish Cooperation 2018-2020. The latter aims to contribute to the implementation of the 2030 Agenda as a new commitment and international strategy to achieve the Sustainable Development Goals (SDGs), under its motto of leaving no one behind. It aspires to be applicable to all Spanish Cooperation and, for this, it points out the guidelines on which the work of the group of actors of the Spanish cooperation system must base its work.

In this period, particular attention has been paid to everything related to new technologies. Within the scope of the Ministry of Culture and Sport, a battery of measures has been established to take advantage of these tools and make available to citizens information on heritage, books, internal processes that improve transparency, etc., and also new help lines have been created for the professional sectors to modernize. In the multilateral international arena, it participates in the working group for the establishment of the Digital Cultural Agenda for Ibero-America, which is one of the priorities within the Ibero-American Cultural Space. The challenge in this area, in Spain, is the safeguarding of rights derived from intellectual property: content piracy is a serious problem that has been addressed with legal measures, but they are not enough to stop it. In conclusion, further work needs to be done on a better understanding of the Convention on Cultural Diversity (CDC), but much work is already done, there are chairs, university programmes, seminars, action guides, etc., and policies are largely in line with the provisions of the Convention.
