The Policies and measures for the sustainable development in Cultural and Creative Sector were designed in the 2011-2030 National Strategic Development Plans, enhancing the consolidation of National identity and Cultural Creativity to contribute to the construction of a peace, tolerant and creative nation. To the achievement of the purpose the government has established the programs that will contribute to the sustainable development in culture and creative sector through the bellowing programs:
1. Establishment of Cultural Institutions;
2. Establishment Academy of Music and Fine Arts; and
3. Supporting Cultural Activities;
The establishment of Cultural institutions is one of the measures designed in National Strategic Development Plan to contribute to the sustainable development in cultural and creative sector through the creation of the cultural institutions like; National Museum and National Library. The creation of the National Library and the National Museum are two of the highest priorities of the Government. These institutions will act as centers for the promotion of diverse cultural aspects with expression in Timor-Leste. The objectives are, on the one hand, to create the conditions for the preservation and dissemination of Timorese knowledge, values, materials and cultural practices and, on the other, to make the connection between the past, the present and the future, providing a sense of culture. country through the creation of institutional relations with universities. The National Library and the National Museum are projects that involve components of training and qualification of human resources, information management and the creation of infrastructures from scratch.
In accordance with the priorities defined by the Government's program, the creation of two other institutions of a cultural nature is also planned: The Academy of Music and Fine Arts.
The existence of an Academy of Music is foreseen in the Government's program as a fundamental instrument of incentive and artistic creation in the area of music. The Academy of Music will function as a dynamic center for learning and creating music at national level, allowing access to education and musical creation, the preservation and registration of traditions, repertoires and traditional instruments, and research in the area of music.
On the other hand, the creation of the Academy of Fine Arts corresponds to the Government's perspective that artistic creation is fundamental to cement the values of freedom, solidarity and critical pluralism in Timorese society. The existence of an Academy of Fine Arts will allow the development of technical and artistic training, also functioning as a dynamic research center on the arts in Timor-Leste.
The organizations and people that constitute civil society have a very important role in supporting the initiatives carried out by the State for the development of Timor-Leste. The work of some associations and non-governmental organizations in the cultural sector is extremely important, complementing and often replacing the State in teaching, promoting and defending fundamental cultural values. In this context, the Secretary of State for Culture will continue with a policy of supporting cultural initiatives by individuals and private entities.
The involvement of the Secretariat of State for Culture in promoting events of a cultural nature, becoming an active agent that not only organizes but participates and encourages, is equally important. The State must contribute to the existence of a dynamic civil society interested in its own culture, by encouraging particular cultural initiatives. The Secretary of State for Culture will proceed with the inventory of cultural associations existing in the country, seeking to find ways of collaboration with these organizations so that there is effective participation by the State in a greater number of events and particular cultural initiatives.
Achievements of this policy and measure are as below;
1. The Academy of Music and Fine Arts are integrated now in the process of establishment of National Academy of Art and Cultural
Creative Industries. The State Secretary for Art and Culture has already initiated national and international contacts, in order to
study future partnerships and choose the institutional and management model best suited to the country's social, cultural and
economic reality; and
2. National library of Timor-Leste is On-going construction;
