For the purpose of ensuring the right of artists to free movement and opportunity to directly cooperate, the right to interact with the Armenian culture and that of the peoples of the world, the Ministry of Education, Science, Culture and Sports of the Republic of Armenia has initiated and continued to implement measures for consistent amendment, update of the legal and contractual basis and attracting special-purpose investments.
Importance is attached to the consolidation of diversity of cultural expressions presented by different countries and individuals, ensuring the participation of Armenia in significant humanitarian and cultural activities carried out by international organisations, expanding the cooperation with the international network of non-governmental organisations in order to enhance institutional and management capabilities, promoting the integration of culture into sustainable development policies, etc.
As a result of a consistent policy, we had the opportunity to establish cooperation with more than 60 states, covering almost all the continents. Such agreements provide Armenian artists with the opportunity to participate, under preferential conditions, in events organised in different countries and organisations. The signed international agreement enabled the implementation of major programmes, by re-equipping a number of cultural organisations and reconditioning many monuments.

The established legal and contractual basis allows to expand the geography of cooperation, create preferential conditions for theatre and concert organisations, individual creatives, as well as create prerequisites for attracting additional funds from foreign countries. At the same time, divergence in interpretation of the provisions of the Convention and the low level of public awareness pose obstacles to the comprehensive cooperation. In this context, we recommend carrying out works for raising public awareness.
