El Plan Nacional de Cultura (PNC) 2018-2023, aprobado en la Resolucion SNC Ndeg 325/2018.
Es el resultado de un trabajo descentralizado, que fue realizado a traves de las Mesas de Cultura en los 17 departamentos de la Republica, al igual que con las instituciones publicas, las Embajadas acreditadas ante nuestro pais, la Cancilleria Nacional, la Academia Diplomatica, y las Universidades, entre otras entidades.
Se definieron tres ejes fundamentales entre los programas de accion definidos en el PNC, que son la puesta en valor de los Bienes Patrimoniales Culturales, la Proteccion de los Bienes Culturales, y el Fomento a los Procesos Culturales.
The National Culture Plan (PNC) 2018-2023, approved in SNC Resolution No. 325/2018.
It is the result of decentralized work, which was carried out through the Tables of Culture in the 17 departments of the Republic, as well as with public institutions, the Embassies accredited to our country, the National Chancellery, the Diplomatic Academy, and Universities, among other entities.
Three fundamental axes were defined among the action programs defined in the PNC, which are the enhancement of Cultural Heritage Assets, the Protection of Cultural Assets, and the Promotion of Cultural Processes.
La SNC cuenta con un documento elaborado participativamente y aprobado por resolucion de la maxima autoridad, Ruben Capdevila, para el periodo 2018-2023. El plan es revisado cada ano y actualizado en cuanto a los resultados obtenidos en el periodo anterior y reportados al Sistema de Planificacion por Resultados (SPR), administrado por la Secretaria Tecnica de Planificacion (STP). E implementado anualmente mediante el Plan Operativo de Inversion (POI).
Principales logros en el periodo noviembre 2019- octubre 2020:
* Registro Nacional de Artistas, Gestores Culturales y Personas Fisicas "TERA"
* 77 Proyectos Culturales Financiados.
* 16 edificios y 2 sitios declarados como Bien de Valor Patrimonial Cultural
* 7 Manifestaciones declaradas como Patrimonio Cultural Inmaterial
* 100 Bienes Muebles de Valor Patrimonial restaurados y conservados
* 12 Protocolos de Intervencion de Bienes Inmuebles de Valor Patrimonial aprobados
* 4 Sitios y Monumentos Historicos Puestos en Valor
* 6003 paginas de documentos y materiales bibliograficos restaurados
* Puesta en marcha del Registro de Bienes del Patrimonio Cultural Nacional "Nanduti"
* 98.600 kilos de alimentos distribuidos a nivel nacional en 4.250 kits
* 1.340 ejemplares vendidos en la 1ra. Feria Virtual del Libro; 38.438 libros donados a bibliotecas del territorio nacional
* 277 artistas beneficiados a traves de Festivales Virtuales.
* 44 artistas beneficiados mediante el Concurso Nacional de Creacion Artistica.
* 60 producciones nacionales emitidas, beneficiando a productores audiovisuales.
* Puesta en Valor de la Biblioteca Nacional del Paraguay.
* 97% de ejecucion de la obra del Sitio de la Memoria y Centro Cultural 1 A.
* Ciclo de cines variados, en Asuncion e interior del pais.
* Noche de los Museos" con la participacion del Museo Casa de la independencia, Museo Nacional de Bellas Artes y el Museo Dr. Gaspar Rodriguez de Francia de Yaguaron, Cabildo de Pilar, Biblioteca Nacional y el Archivo Nacional, en su tercera version (2019).
* Semana de la Cultura; Feria de la Diversidad, Artes y Negocios, promocionar el desarrollo de la creacion nacional. Festivales artisticos. Cine Nacional, realizados en Asuncion, Minga Guazu, Villa Hayes, Pilar, Concepcion y San Bernardino.
* CREA+PY, primer Mercado de Industrias Culturales y Creativas del pais.
The SNC has a document prepared in a participatory manner and approved by resolution of the highest authority, Ruben Capdevila, for the period 2018-2023. The plan is reviewed every year and updated in terms of the results obtained in the previous period and reported to the Results-Based Planning System (SPR), administered by the Technical Planning Secretariat (STP). And implemented annually through the Operational Investment Plan (POI).

En este ano 2020 se ha realizado el ajuste de los Proyectos de los 3 Programas de Accion: Resolucion SNC 280/2020.
Se realizo un Diagnostico de la situacion de cada programa de Accion y se constato entre otras cosas que: No obstante el derecho a la cultura sigue percibiendose con una mirada limitada al acceso de ciertos bienes como festivales, espectaculos y museos; El trabajo descentralizado con las Gobernaciones y Municipalidades, y transversal con las diferentes instituciones de servicios publicos sectoriales es un proceso en camino, pero que aun debe fortalecerse mucho mas hasta llegar localmente, y con calidad para la oferta publica de los bienes y servicios culturales; y, Sin dudas el gran desafio es superar las acciones atomizadas y desarticuladas del sector publico, de los gobiernos centrales y descentralizados
In this year 2020, the adjustment of the Projects of the 3 Action Programs has been made: Resolution SNC 280/2020.
