Most recent research project (for the Greater London Authority) focusses on young Londoners and sustainability, investigating youth voice on issues related to the UN Sustainable Development Goals. James had published widely on the subjects of young people, politics and policy, political communication and citizenship education. His 2019 book "Youthquake 2017: the rise of young cosmopolitans in Britain" (with Matt Henn) was downloaded over 20,000 times in its first year. James worked with many NGOs and public authorities, including authoring a chapter on electoral participation for the 2016 UN World Youth Report

Assistant Professor of Political Science, Johns Hopkins University

I am a Senior Researcher and Research Director at the Group for the Analysis of Development (GRADE) in Perú. I have a broad portfolio of both applied and academic research. My applied work focuses on the analysis and qualitative evaluation of educational and social policies, with a special focus on processes of policy implementation and learning. My academic focuses mostly on educational issues, especially on understanding how educational processes mediate relations between the state and society and on the changing relations between education and work. My recent work has focused on the impact of educational markets and privatization on patterns of school segregation; as well as on vulnerable youth transitions in the context of exclusionary citizenship regimes, youth labour market precarity. Within the latter area I have focused strongly on gender issues underpinning young people's differential access to the labour market. An ongoing interest of mine, which has been transversal to all of my work, is understanding the conditions under which social research is conducted in developing countries, how gender relations underpin research careers and processes of knowledge production as well as the visibility of women’s work in the public sphere, and how science and technology policies can enhance social science research capacity. I hold a PhD in Education Policy from the University of Bath, an MA in Psychoanalytic Studies from the University of Essex, both in the UK, and a BA in Philosophy from the Pontificia Universidad Católica in Peru. Between 2006 and 2011 I was a postdoctoral fellow and then a Lecturer in the Department of Education of the University of Bath, UK, where I was associated with the Education Policy and Globalization research group. My work has been published in edited books and international academic journals. I am a member and part of the Steering Committee of Grupo Sofía - a network which seeks to promote gender equity in social science research and academia.

I am a Senior Researcher with the ZEW - Leibniz Centre for European Economic Research in Mannheim, Germany. I am interested in the empirical analysis of issues related to the economics of innovation, in particular policy evaluation, patent indicators, productivity and import competition. My work is characterized by the combination of unique micro data, econometric analysis, and methodological advancements. Since one and a half decades I have regularly visited China and East-Asia. My current research agenda is concerned with China’s development towards an innovation-driven economy and the impact of this on Europe. Based on my research I have provided policy advisory, e.g. to the World Bank and the German Commission of Experts for Research and Innovation (EFI). I stayed with Peking University for two years as a Visiting Assistant Professor and I am a Research Affiliate with IZA - Institute of Labor Economics and a Fellow with Tsinghua University.
